JACKSONVILLE, Fla. -- The Jacksonville Jaguars will be without receiver Cecil Shorts III for the teams season opener at Philadelphia. Coach Gus Bradley downgraded Shorts from questionable to out Saturday, shortly before the team departed for Philadelphia.
